Remove ENABLE_JSC_RESTRICTED_OPTIONS_BY_DEFAULT

Reviewed by Justin Michaud.
This option is not hooked up to anything since 313922@main. My proposed
solution in https://github.com/WebKit/WebKit/pull/72147 was rejected.
Next best thing to do is just remove it.
