[cmake] REGRESSION (320929@main) .Development suffix was dropped from variant
name when not com.apple.WebKit.WebContent

The behaviour before 320929@main as added by 318097@main was also incorrect as
it added .Development
suffix for all build when xcode only adds it for simulator and macOS.
Manually tested.
