Update signature of SecQWACTLSBindingVerify

Reviewed by Ben Nham.
As part of the review of rdar://187496225 we need to update the signature of
the function.
To prevent build breakage, we use a new definition included in the Security
framework headers.
This will be added to
Security.framework in rdar://187125588
