[WPE][GTK] Release-Packaging-Nightly bots are failing the test step with the
bundle because Debian 11 EOL

Debian 11 has become EOL, which means that the Debian11 repos are not longer
available at deb.debian.org, those were archived at archive.debian.org
So the bundle test step, when it tries to test the bundle in Debian11 via
Podman it fails to install the required deps inside Debian11 to run the
tests via Selenium.
Fix this by configuring sources.list to use archive.debian.org on Debian11.
