Use cross-site iframes in LayoutTests/http/tests/iframe-monitor/dark-mode.html

Most of the other tests in LayoutTests/http/tests/iframe-monitor use cross-site
iframes.
Update LayoutTests/http/tests/iframe-monitor/dark-mode.html so that it uses
cross-site
iframes as well.
