[JHBuild] Update libsoup to 3.6.6

libsoup 3.6.5 can finish a queue item twice on an async read error, freeing the
session's features and crashing the network process on the next request
(heap-use-after-free, fixed in 3.6.6 by GNOME/libsoup 794e089 and 0f424631).
