WebGPU: Stop using std::optional<> in WebGPU.h descriptor structs

Stop using std::optional, since the WebGPU.h API is essentially C API.
This brings WebGPU.h closer to the standard webgpu.h.
Import WGPUOptionalBool to replace std::optional<bool> with.
This is work towards being able to use WebGPU.h in ANGLE/WebGPU that
uses the standard webgpu.h interface.
