[GTK] Memory corruption when destroying DRMDeviceManager in exit handler

The heap corruption reported in the bug comes from the EGL race fixed in bug
305909.
~DRMDeviceManager only showed up in the backtrace because its free() was the
first
to trip over the corrupted heap....
Transform DRMDeviceManager singleton into a NeverDestroyed, like other
singletons,
so it has no exit-time destructor - it's only a cleanup, the underlying
crash has already been fixed with other bug fix.
