[WPE] Remove the ENABLE_WPE_PLATFORM build option

Every WPE 2.0 build now includes the WPE Platform, and keeping it
optional only adds a build configuration to support. Derive
ENABLE_WPE_PLATFORM from the API version instead of exposing it as an
option: it is on for the 2.0 API and off for the 1.1 API, which does not
have it. The conflict with ENABLE_WPE_1_1_API becomes structural, and a
1.1 build still needs the legacy libwpe API and cannot build the Qt/QML
plugin.
