createVideoInfoFromHVCC should reuse existing CMUtilities routines

createVideoInfoFromFormatDescription utility is powerful enough to support
reating a VideoFrom from either H264/HEVC content, be they annex B or not.
We use it instead of the custom createVideoInfoFromHEVCFormatDescription and
within createVideoInfoFromAVCC.
This allows the HEVC decoder to correctly handle 10bits HEVC content
Covered by existing tests and LayoutTests/http/tests/webcodecs/hevc-hdr.html.
