[Win] Do not accelerate steps() animations with GraphicsLayerWC

Reviewed by Antoine Quint.
320878@main allowed steps() and linear() timing functions to be accelerated on
every non-CA backend. GraphicsLayerWC does not support those timing functions,
causing animations/steps-transform-rendering-updates.html to fail consistently
on Windows.
Keep the restriction for CA and GraphicsLayerWC while retaining the intended
GTK and WPE TextureMapper support.
