Fix watchOS 27 TestWebKitAPI Swift build failures

wtfFunctionCanBeInvokedFromSwift() crashed the Swift compiler on
arm64_32: giving the closure explicit parameter and return types
avoids it. Filed as rdar://187815038.
jsBufferInjectsWebKitNamespace() used an API that isn't available
on watchOS. Built the same bytes a different way instead.
Verified with a full local build against the public watchOS 27 SDK:
no errors.
