[EWS Flakes] CleanTree flake rule accepts one author's own builds, excusing
regressions

imported/w3c/web-platform-tests/css/css-cascade/all-prop-initial-xml.html
strongly escaped the flake detection system because it had CleanTree flakes in
4 back to back PRs made by the same author:
https://ews-build.webkit.org/#/builders/1/builds/156345/steps/22/logs/results-db
Checking for 2 authors for CleanTree flakes prevents this regression source.
