[CMake] Fix some WebKit entitlement generation bugs

Reviewed by Zak Ridouh.
Track the notification .def files that are used to generate WebKit's
entitlements. When they change, the entitlements must regenerate and
trigger a re-sign.
On macOS, correctly indicate that the Development variant of the WCP
gets development entitlements (i.e. disabling library validation).
