Force modern / extended type serialization when using relative alpha() colors

Reviewed by Tim Nguyen.
As with color-mix() and other relative color expressions, relative alpha()
color expressions results should be in the most precise form.
Also does a tiny micro-optimization in the color-mix() resolver to compute
the flags outside the type switch to avoid duplicating that code.
