[WPE] Don't initialize EGL Display when hardware acceleration disabled

Reviewed by Carlos Garcia Campos.
With WPEPlatform, the web process created its EGL display when it started,
so it loaded the GL driver when hardware acceleration is disabled. Create it
when hardware acceleration is enabled or a WebGL context is created, as GTK
does. The libwpe backend still sets its display at startup.
