TestWTF.WTF_ThreadSafeWeakPtr.GetRacingWithLastWeakReferenceRelease is flaky

The test is AI-generated, flaky, and nobody understands it or what to do about
the flakiness.
AI agrees it is an issue with the test and not ThreadSafeWeakPtr, but there is
no consensus
of what to do about it. Remove the test.

(TestWebKitAPI::TEST(WTF_ThreadSafeWeakPtr,
GetRacingWithLastWeakReferenceRelease)): Deleted.
