[Image Redux] Add NaturalDimensions and ObjectSizeNegotiation

Reviewed by Alan Baradlay.
Starts adding infrastructure towards sizing images with the CSS Images 3 object
size negotiation:
https://drafts.csswg.org/css-images-3/#object-negotiation
Adds utility types and algorithms with basic adoption by WebCore::Image and
its subclasses. No changes in behavior.
