Layer geometry assert too strict for accelerated transform animations

In debug builds, RenderLayer::recursiveUpdateLayerPositions<Verify> asserts that
a layer's cached repaintRects() equal a fresh rectsForRepaintingAfterLayout().
This assertion can fire for a layer running an accelerated transform animation
due to cached values lagging the live animated transform.
Skip this check when we're applying an accelerated animation.
