This required two fixes:
First, _WKProcessPoolConfiguration.processSwapsOnNavigation should not be
honored with site isolation on.
Second, SuspendedPageProxy::findReusableSuspendedPageProcess should use the
whole site, not just the
RegistrableDomain, when finding a process.
