[threaded-animations] disable threaded animations on YouTube.com

The "Threaded Time-based Animations" feature flag was disabled due a power
regression
on YouTube when playing videos in fullscreen (see bug 325061). In order to
re-enable
that feature, we're disabling threaded animations altogether on YouTube.com
with a quirk.
Removal of this quirk is being tracked by bug 325264.
