[threaded-animations] enable "Threaded Time-based Animations" (take 4)

Unreviewed.
The "Threaded Time-based Animations" flag was last enabled in 316797@main. We
found a
power regression with fullscreen on YouTube in bug 325061 which disabled the
flag in
321733@main. While we're looking into the root cause in bug 325264, we added a
quirk
to disable threaded animations in 321971@main.
As such we now re-enable this flag.
