[WTF] URL::string() should have an &&-qualified overload

This patch adds an &&-qualified overload of URL::string() to allow
moving the string out of an expiring URL.
Test: Tools/TestWebKitAPI/Tests/WTF/URL.cpp
* Source/WTF/wtf/URL.h:
(WTF::URL::string): &-qualified the existing overload and added an && overload.
* Tools/TestWebKitAPI/Tests/WTF/URL.cpp:
