[Image Redux] Only record that an image painted when drawing it did something

In preparation for having Style::Image internally resolve its WebCore::Image,
we need to add
checks to ensure that the image draws actually did something before calling
Element::setHasEverPaintedImages().
With non-internally resolved WebCore::Image, a null image causes an early
return making the
checks unnecessary.
