Password protect "Stop build" button
https://bugs.webkit.org/show_bug.cgi?id=81982
Reviewed by Ryosuke Niwa.
Only authenticated users should be able to use stopBuild, stopAllBuilds, cancelPendingBuild
features to prevent killing builds on build.webkit.org by SPAM bots.
