Software VP9 decoder silently drops 4:4:4 frames and corrupts 12-bit frames

LibvpxVp9Decoder wraps 4:4:4 output as kI444 or kI410 buffers, which
VideoFrameLibWebRTC::create()
rejects, and LibWebRTCVPXInternalVideoDecoder::Decoded() then returned without
output while the
decode promise resolved. 12-bit 4:2:0 output is wrapped as kI010 regardless of
its bit depth and
converted with libyuv::I010ToP010(), which shifts each sample for a 10-bit
depth, so values above
1023 overflowed.
decode() now rejects keyframes whose header reports more than 10 bits, and
rejects a decode during
which Decoded() could not wrap the output frame.
* Source/WebCore/platform/libwebrtc/LibWebRTCVPXVideoDecoder.cpp:
(WebCore::LibWebRTCVPXInternalVideoDecoder::decode): Reject 12-bit keyframes
and unwrapped output.
(WebCore::LibWebRTCVPXInternalVideoDecoder::Decoded): Record that the output
could not be wrapped.
