[GLib] WebDriver: Clean up proxy settings construction in
webkitAutomationSessionCreate()

Build the proxy settings from UTF-8 strings that are kept alive until
the settings are created, and terminate the list explicitly.
This is a partial cherry-pick of 321958@main.
