[Image Redux] Generated images (e.g. cross-fade()) in a CSS content property
don't have correct decoding mode or interpolation quality set

Reviewed by Alan Baradlay.
Use the Style::Image paths for decoding mode and interpolation quality for
RenderImage drawing to make
generated images used with the CSS `content` property work correctly.
Also implements interpolationQualityForImageDraw for Style::CrossfadeImage to
make it pick appropriate
values and making the `image-rendering` apply correctly (which is tested in the
new layout test).
