[CMake] Compile WebKitLegacy's panel nibs on macOS

Reviewed by Richard Robinson.
WebAuthenticationPanel and WebJavaScriptTextInputPanel load their nibs from
WebKitLegacy.framework, which CMake did not compile. The default UI delegate's
prompt() panel asserted and the default authentication panel failed to load.
Compile both xibs with ibtool, as Xcode does.
