[CMake] Compile WebKit's asset catalogs on macOS

Reviewed by Richard Robinson.
WebKit.framework had no Assets.car on macOS, so the colors _WKWarningView
looks up by name were nil and showing a safe browsing warning threw from
-[_WKWarningView addContent]. Compile SafeBrowsing.xcassets and
HTTPSBrowsingWarning.xcassets with actool, as Xcode does.
