[line-clamp] Ruby annotations lose their text in a line-clamp container

Every annotation should show above its base. The annotation box (display:
ruby-text) is a block container, so
the clamp reached into it: each annotation took a line off the clamp's budget,
and once the budget ran out the
rest of the annotations lost their text. An annotation belongs to the line of
its base, so the clamp now stays
out of it, the way it stays out of independent formatting contexts.
