  run-minibrowser --ios-simulator cannot open Simulator.app with Xcode 27

Xcode 27 replaced Simulator.app with DeviceHub.app, which webkitpy has 
accounted for since
320774@main. relaunchIOSSimulator(), which run-minibrowser, run-safari and 
run-webkit-app use for
the iOS simulator, still opened Simulator.app and died. Open DeviceHub.app when 
it exists, and
Simulator.app otherwise.

DeviceHub.app boots no device when it launches, so boot the device first. 
DeviceHub.app then shows
the device it last showed, whether or not it is running already, and offers no 
way to select a
device when launched, so it may need to be switched to the booted device by 
hand.

As system() only sets $! when it cannot start the process, stop including it in 
the errors here,
as bootIOSSimulatorDevice() already does.
