REGRESSION(308608@main): [GLib] jsc_exception_report() garbles non-ASCII
characters

The source URI, the error message and the backtrace are UTF-8 C strings, but
308608@main appends them to the StringBuilder as spans of char, which the
string adapters treat as Latin-1. The final utf8() conversion then encodes
each byte of a multi-byte sequence separately, so any non-ASCII character in
a URI or message comes out double-encoded. Decode the three strings as UTF-8
before appending them.
main fixed this as part of 322035@main, which depends on string types the
2.54 branch does not have, so this is a targeted fix for the branch. The
test case 322035@main added for this is brought over unchanged.
