[TSan][CMake] Swift modules that import bmalloc fail to build

Swift's Clang importer doesn't get -fsanitize=thread, so the build defines
__SANITIZE_THREAD__ for it instead. bmalloc
and libpas only checked __has_feature(thread_sanitizer), so the importer turned
on MTE code that the C++ TSan build
leaves off and failed on missing declarations. Check the __SANITIZE_*__ macros
too, as WTF's Compiler.h does.
