Preserve QuotaExceededError when structured cloning

Preserve QuotaExceededError quota and requested attributes through structured
cloning.
Use a dedicated additive serialization tag instead of changing the existing
DOMException payload, so the structured-clone major version remains 16 and
previously persisted DOMException values remain readable. A DOMException whose
name string happens to be QuotaExceededError continues to clone as an ordinary
DOMException.
Encode absent quota and requested values as NaN and store the corresponding
runtime fields as Markable<double>. Pass the serialization tag directly to the
DOMException deserializer.
