[Win] Skip http/wpt/site-isolation
Unreviewed test gardening.
The Windows port does not support Site Isolation: the GPU process crashes in
every
test that enables it, so http/tests/site-isolation is already skipped. The
http/wpt/site-isolation tests were instead skipped one by one as they were
added, and
the navigation-api tests added in 322591@main now crash in every Win-Tests-EWS
run.
Skip the whole directory, as glib does, but keep running the tests that disable
Site
Isolation, since they pass.
