  -----------
Make check-webkit-style enforce the lambda parentheses rules

Reviewed by Sam Weinig.

217440@main added two rules for lambdas to the code style guidelines: omit
the parentheses whenever possible and don't place a space before them.
check-webkit-style enforced neither, so new code keeps breaking them.

Since 280217@main we use C++23, which also allows omitting the parentheses
before mutable, ->, and noexcept. Check those cases as well and update the
guidelines' mutable example, which predates C++23.
