Can't sign in to kidshibbett.com

kidshibbett.com uses `interactive-widget=resizes-content`
and has javascript code to calculate the bottom of the sign
in panel as window.innerHeight - visual viewport height.
It raises the panel by that amount, trying to account
for the keyboard.
However, with `interactive-widget=resizes-content`, the page
is already shrunk to fit above the keyboard but the innerHeight
stayed around ~700 instead of shrinking to ~300. So, the page
accounted for the keyboard height twice and the sign in
panel goes off screen.
To fix this, the innerHeight should be reflecting the shrunken
state under resizes-content, so change the code to reflect
unobscuredContentRectRespectingInputViewBounds.
Add a layout test that ensures this change is exhibited.
