[IFC] An overflowing preserved tab does not wrap to the next line

The tab does not fit after "X " and should wrap to the second line. Overflowing
content that is only whitespace
stays on the line, as it is either trimmed or hangs at the end of the line. A
tab with white-space: pre does
neither, it takes up space, so it now goes through the regular overflow
handling and wraps.
