[Swift Testing] Add helpers for checking frame trees, processes, and alerts
in site isolation tests

Add Swift counterparts of the frame tree and process checks in
SiteIsolation.mm, a UI delegate that keeps alerts until a
test waits for them, and helpers for loading pages through the test server's
HTTPS proxy with WebPage. See
https://webkit.org/b/326295 for tests that use them.
