[Site Isolation] _WKDownload.RedirectedSubframeLoadConvertedToDownload fails

When a subframe navigation was already loading in a provisional frame in
another process, a redirect that
stayed in that process was treated as a process swap, because the process
navigating from was computed as
the frame's committed process. The swap restarted the load, destroying the
API::Navigation and its redirect
chain, so the resulting download only reported the final URL.
Like we already do for the main frame's provisional page, use the provisional
frame's process as the process
navigating from when the navigation continues in that process, and keep the
provisional frame instead of
destroying it.
