[Site Isolation] TestWebKitAPI.WebKit.LockdownModeAskAgainFirstUseMessage is
a constant failure

Under Site Isolation on iOS the web process launch is delayed until the first
load, and this test
never loads anything (eg: about:blank), so waitForNextPresentationUpdate
returns immediately. This
means that we check test conditions without actually running the dispatch block
that updates the
below conditions.
This should be fixed by waiting on the actual condition instead.
