  [Navigation API] Unskip

Unreviewed test gardening.

The test was skipped because it crashed (rdar://179168475). Its
navigation.navigate() to a
cross-site URL also started the load in the source web process, and the network
process rejected
that load because the process has no cookie access to the destination: debug
builds hit the
assertion in NetworkProcess::allowsFirstPartyForCookies(), and in release builds
WebKitTestRunner reported a WebContent crash. 322591@main fixed this, and the
test now passes
with and without Site Isolation. Without 322591@main, the WebContent process
still crashes in
every run.

 Added.
