[CMake] Compile WebKit's Swift in fewer driver batches
https://bugs.webkit.org/show_bug.cgi?id=326447
rdar://problem/189246322
Reviewed by Pascoe.
Each Swift frontend imports most of WebCore's C++ declarations before it
compiles anything, at a cost of seconds of CPU time and about 3 GB of memory,
so one batch per core repeats that work for every core and competes with the
C++ compiles for memory. On a 16-core Mac, 4 batches cut the compile phase from
30.2 s to 21.3 s, its CPU time from 325 s to 143 s, and its peak memory from
about 43 GB to about 12 GB.
