Fix the build after 322927@main

Unreviewed build fix.
322927@main exported IsoCellSet::clearLowerTierPreciseCell(), which is defined
inline, so builds
that verify exported symbols fail. Define it in IsoCellSet.h, where WebCore can
see it, and stop
exporting it.
