[Site Isolation] Web Inspector: Network shows stuck duplicate rows for iframe
documents

NetworkManager filed a new iframe's document request as a subresource of an
about:blank stub frame,
then Page.frameNavigated added a second main resource with no request that
never finished. Network
showed duplicate rows, and Sources never loaded srcdoc frame content.
Make a document request for an unknown frame its main resource, build unseen
frames in frameDidNavigate
from the payload, and start a provisional load for a document request on a
frame with no loader.
