Prefer SDKROOT copy of Testing.framework

The Testing.framework in PLATFORM_DIR ships with Xcode and matches the
XcodeDefault toolchain's Swift Testing macros. SDK-specific toolchains bring
newer macros, which can generate calls the PLATFORM_DIR framework doesn't
accept, e.g. "extra argument 'negationCount' in call" with an older Xcode and a
newer visionOS SDK. Prefer the internal SDK's copy, built alongside that
toolchain, when it's present. Also remove previous copies before dittoing,
since ditto merges.
