picker-icon chevron should pivot nicely around its center

Pivoting around the center of the ::picker-icon looks messed up because the
picker-up/picker-down geometry isn't optically centered. Move the optical
adjustment for flipped chevrons so it affects both styles, so that the
resulting chevron always flips and rotates nicely around its center when
transformed by the CSS author.
