[git-webkit] Commit message lacks the radar when the bug's component CCs the
radar importer
https://bugs.webkit.org/show_bug.cgi?id=326680
rdar://189416668
Reviewed by Jonathan Bedard.
When git-webkit files a bug and the contributor asks for a new radar, it CCs
the radar importer
and waits for the importer to comment with the radar, so that the branch and
the commit message
refer to both. Some components, such as Accessibility, CC the importer by
default. For a bug in
one of those, cc_radar() finds the importer already CCed and has nothing to
change, and it only
waits for the importer after changing the bug. It returns before the importer
comments, so the
commit message lacks the radar.
When the importer is already CCed, also wait unless the bug has the InRadar
keyword, which the
importer adds when it imports a bug.
