Allow AXCustomColorModeController to tag SVG renderers with calculated
characteristics

Add a `AXCustomColorSVGClassifier::Characteristics` member to
`LegacyRenderSVGRoot` and `RenderSVGRoot` which will store information
about the SVG as determined by the classifier, such as whether or not
the set custom colors are compatible with the SVG, etc.
